Council report - [from Bozeat Matters Village Magazine - September 06]

REPORT FOR BOZEAT PARISH COUNCIL Submitted by Lyndis Payne

Affordable Housing
We have some really exciting news! The Parish Council has been working for the last two years on another scheme to provide affordable housing for people with local connections and we are now ready to host an Open Evening at the Pavilion, Bozeat Playing Field, Harrold Road, Bozeat on Monday 4th September 2006 from 5 pm—8 pm.  We will be able to show you the plans for the seven environmentally friendly homes which we hope will be built on land released by the Duchy of Lancaster off Harrold Road. Please do come along and have a look at the plans and let us know what you think!

Wind Farms
Podington  - Bedford Borough Council are still considering the formal planning application for this wind farm.  Bozeat Parish Council submitted its comments many months ago.

Nun Wood - Two representatives from the Parish Council are now attending meetings of BLOT and are reporting back to the full Parish Council each month. We have been collating a folder containing all emails, letters and any other documents we receive relating to the Nun Wood proposals, these documents will be consulted if and when a formal planning application has been submitted.  We do take on board the comments you make so do please let us have your views, either by letter or email, every member of the Parish Council will get the opportunity to read them before a response to any planning application is submitted.

Bottle Banks
Thank you for responding to our plea to allow free access to the contractors who empty our bottle banks, because the banks are being emptied more frequently the volume of glass being recycled has increased and this must be better for the environment.

Internal Auditor
We are still looking for someone to act as an independent auditor for the Parish Council’s accounts. If you would like more information, please contact the Clerk for a job description -  funds have been set aside to pay for this service.

Meetings
Members of the public are very welcome to attend meetings and we do allow up to 15 minutes at the start of each meeting for residents to address the Councillors.  All meetings start at 7 pm and are held in the Schoolroom of Bozeat Independent Wesleyan Church, Dychurch Lane, Bozeat.

Meetings will be held on Monday 18th September,  Monday 16th October and Monday 20th November 2006, the agenda for the next meeting available by clicking here.

Bozeat Parish Council Minutes:

................ The Parish Council have previously agreed some while ago to publish the minutes of their previous meetings. At present copies are available for reading at Wollaston Library, but now you will have an alternative means of viewing the work of your local Councillors.
The published minutes will be some weeks old; this is because formal publication is not agreed until they have been ratified at a following meeting at least a month later. Copying and producing web information will take a little time also but once we get in the swing of things it can only get better.
In the first instance they are published on screen, but may take the form of download pdf files in the future.
Click
here to look at the minutes.

Bozeat Community Speed Watch:

Dear Resident
Speeding is a community problem, with speed checks often showing that the majority caught are local to the village or surrounding villages.
We are keen to work with the local authorities and Police to help stamp out speeding in our area and have, therefore, expressed an interest in becoming a "Community Speed Watch" village. We would dearly like your support in making our village a safer place for all and ask that you commit to the "Community Speed Watch" pledge.

What is Community Speed Watch?

Research has shown that many locals speed in their area without realising they are doing so and, in many cases, an awareness of speed is needed to slow drivers down and make our roads safer. Community Speed Watch (CSW) is a new partnership initiative operating in Northamptonshire using the combined efforts of the local Police, County Council and local residents, in association with ACRE (Action with Communities in Rural England).
Aims of CSW - To reduce excessive speed in our village. - To change people's attitudes towards speeding - To create a safer environment.

Which Villages are eligible?

Your Parish Council has volunteered to participate in the scheme, with the endorsement of the, local Community Beat Police Officer. Northamptonshire's Safety Camera Team will now visit to conduct a vehicle speed check to assess the scale of the speeding problem. The results of this assessment will determine the village's eligibility and the level of enforcement activity recommended.
The activity may range from the placement of "Speed Watch" signs through to the recording of speeding vehicles with the use of speed guns operated by trained local residents. Speeding tickets cannot of course be issued by civilians, but the details of speeding vehicles will be passed onto the Police for further follow up.

What happens next?

In order to be accepted into the Community Speed Watch scheme a significant proportion of the local residents must be willing to show their support for the initiative by:
Committing to stick to the speed limit in the village and throughout Northamptonshire Signing an anti-speeding pledge Displaying a Community Speed Watch sticker in their car Encouraging others to do the same.
What benefits will the village receive?
Depending upon the scale of the speeding problem, as identified by the Safety Camera Team, a number of measures can be implemented:
A monthly visit from the Safety Camera mobile unit Use of portable Speed Indicator Devices High visibility Community Speed Watch boards for erection on lamp posts/telegraph poles Semi-permanent loan of a hand held speed gun for use by locally trained residents Regular feedback to all residents signing the pledge.
Speeding is a serious problem but it is not an inevitable one.
Community Speed Watch is a positive and proactive way in which local communities can act to tackle this important issue and we hope that you will feel able to support us in our village.

Signed:      Parish Council.

The Specials - response time ........

ParishSpecials

Special Constables undertake many forms of duty. Firstly, Specials work in support of the Regular Officers at whatever Police area you serve.

This may involve you patrolling on foot, double crewing an Immediate Response Vehicle or working as a member of a team on a Police operation. You may be involved in dealing with such things as road traffic accidents, thefts, public order incidents, juvenile nuisance, domestic disputes, missing persons or fires.

Secondly, Specials provide assistance where large numbers of Police officers are needed to perform duty at public events. These might range from village festivals to town carnivals, from local sporting events right up to major events such as the British Grand Prix at Silverstone.

Alternatively, if the above role does not appeal to you, you may wish to consider providing positive support to a Community Beat Officer in your area, by joining the Specials and becoming a Community Beat Special Constable. You will still have to go through the basic training, and complete the 1 year probation before moving into this role.

.... if you are interested then further information can be obtained from the Specials Recruitment Officer.
